This is a form of finance relating to insurance:

Premium Financing involves the lending of funds to a person or company to cover the cost of an insurance premium. Premium finance loans are often provided by third party finance entity known as a “Premium Financing Company”; however insurance companies and brokerages occasionally provide premium financing services. [1]
To finance a premium, the individual or company requesting insurance must sign a premium finance agreement with the premium finance company. The loan arrangement may last from one year to the life of the policy. The premium finance company then pays the insurance premium and bills the individual or company, usually in monthly installments, for the cost of the loan.

Traditional – The client enters a fully collateralized loan arrangement with the intention of holding the life insurance policy to maturity. Traditional financing arrangements are generally purchased for estate liquidity needs and offer the most advantageous loan rates, fees, and spreads. The client may have an exit strategy using other assets in the estate. Traditional finance is particularly effective for clients who have a large but illiquid net worth.
Non-Recourse – A third party purchases insurance on the client and assumes the death benefit and premium payments. Non-recourse is not an acceptable life insurance sale in many circumstances due to a lack of insurable interest. Non-recourse transactions may pose hidden tax and liability risks to the insured.
Hybrid – Partial recourse financing that is generally designed for a short time horizon (2–5 years). Hybrid financing is typically designed for an exit via the secondary (settlement) market. Loan terms may include substantial arrangement fees (up to 2% of the death benefit), large loan spreads, and a cut of the producer’s compensation.

There are a number of benefits to financing an insurance premium. [2] These include:
Eliminates the requirement for a large up-front payment to an insurance company.
Multiple insurance policies can be attached to a single premium finance contract, allowing for a single payment plan to cover all insurance coverage.
Premium financing is often transparent to the individual or company insured. Brokers transmit the completed premium finance agreement to the premium finance company, and the policy holder is billed as they would be for any other typical insurance policy.
Allows for clients to obtain needed coverage without liquidating other assets.
[edit]Risks and Mitigates

Factors to consider:
Interest Rate Volatility Risk – Since the interest due on the money lent to pay premiums is tied to an index, usually the LIBOR (London Interbank Offered Rate) or Prime if interest rates rise, the total interest charge will rise as well. If the policy owner can’t afford to pay interest payments then they stand to lose their insurance and be left with significant debt if the surrender value of the policy is less than the balance owed. If this becomes the case the client would have not been able to pay the premiums on a non financed policy in any event so as with anything else make sure your can afford the policy. Responsible lenders take this risk into account when they do their financial underwriting.
Renewal Risk – The lender has the right to call the loan at the end of the term. Virtually all premium financing loans have terms of a duration less than the life of the policy.
Carrier Credit Rating Risk – Financing terms are sensitive to the credit rating of the carrier holding the financed policy. Carrier downgrades may result in the lender choosing to not pay additional premiums and/or call the collateral for the loan.
Crediting Rate Risk – Carriers choose the crediting rate of in-force blocks of business at-will. Current crediting rates are not guaranteed. As such, any illustrated arbitrage in interest rates between the policy crediting rate and the loan interest rate may not exist in the future.
Credit Spread Risk – Life insurance carriers and premium finance lenders use the same fundamental financial instruments. Carriers fund insurance contracts with corporate debt. Lenders provide liquidity at personal debt rates. Corporate debt yields are less than personal debt rates. As such, premium financing is necessarily a negative spread for the client financing the premiums. There is no historical support for a long-term positive arbitrage between a loan rate and a life insurance contract.
Collateral Risk – Most premium financing arrangements that are designed to provide liquidity to the client at death are 100% collateralized. In most cases, the client must either post a Letter of Credit (LOC) or hard assets to satisfy collateral. Collateral requirements may vary with economic conditions and could force the client to liquidate positions in order to post collateral. Furthermore, a decrease in the value of collateralized assets (such as real estate or securities) may force additional collateral.
Settlement Risk – Some premium financing programs are sold under the assumption that the policy will have a substantial market value at the end of the term. The client can then exit financing arrangement and realize a gain on investment. The secondary life insurance market is highly volatile. Settlement offers will vary with the interest rate environment and the degree to which capital will “wait” for a return.

Premium financing arrangements are currently under intense pressure. Lenders often obtain capital from hedge funds and private sources, which are particularly sensitive to convulsions in the credit markets. Many lenders have ceased financing or added substantial fees to new programs. In-force financed policies are being called for collateral in large numbers. Clients who are “underwater,” where the loan balance exceeds the policy cash value, are being forced to post additional collateral at low risk-weighted rates and/or surrender the policies and pay the outstanding loan balance out of pocket. Additionally, several carriers who were active in the financing marketplace have been downgraded, causing large-scale exchanges or surrenders from in-force policies.
Hybrid arrangements that planned for a settlement exit are also coming undone. Settlement investors are severely discounting financed policies, especially from carriers with falling credit ratings.

Turn off the excessive graphics for better performance on entry-level or older computers. Right click the desktop, select Personalize -> Windows Color and Appearance and turn off transparency. Plain, but faster.

Even with the above switched off, there are really more visual effects in Windows 7 that use up your PC’s performance, and can be safely turned off. Right click Computer and select Properties. Click Advanced System Settings, which will open the System Properties popup window. Select Advanced tab and under Performance, click Settings, and choose Custom. Now, uncheck all the boxes except the bottom four. Restart your PC and notice the difference in speed!

Not long after the Conservatives and the Lib Dems won the UK election in May this year, the usual-suspect newspapers were predictably flushed with stories of allegedly scandalous ‘wild abandon’ waste being uncovered throughout government.

One story that stood out latched on to that quite a lot of government departments seemed to be commissioning iPhone apps (or, for those of us who have been around long enough to remember when we didn’t automatically abbreviate words of more than two syllables, ‘applications’). Some of these applications – it was derided in some quarters – cost the UK taxpayer an incredible £10,000!

Setting ire aside, the thing that ate at me just a little was that – in parts, and for all the wrong reasons – the ‘app-critics’ were just that little bit right. While I’m certain many of these applications will have saved far more money than they cost to create, there are also bound to be others that simply cost. But what creative agency would indeed pass up the opportunity to hawk a lucrative mobile application to an app-hungry government department, NHS manager, quangos, NGO, and so forth, with each desperate to reach out to the iGeneration.

And how many government or quango managers, seeing their peers gaining kudos and acclaim from rolling out their latest engagement programme via the ultra-attractive iPhone and iPad platform, perceived their peers to be leaving them for dust and clamoured to get on that bandwagon?

A deadly combination of people not really too clued up on what they’re buying (but who have become convinced they simply must have what’s on offer), together with slick salespeople with an incredibly desirable, attractive, popular product, replete with whizzy menus, integrated Google maps, GPS positioning, and more – and certainly no commercial incentive to turn business away. Can you really blame either party when inappropriate applications come to market?*

So, do you need an App?

This depends on your aims, circumstances, aspirations, your brand – in short, choosing whether to create an application over other forms of communication can be just as complicated as creating the item itself. Sometimes the solution will be glaringly obvious, other times it will require careful research to determine the best route. Sometimes, even if there is a more cost-effective route, your brand values simply dictate that a premium, exclusive route is the way to go.

Apps versus the Mobile Web

While some alternatives to applications can even be offline activities (such as billboards, leaflets, meeting people, word of mouth), the most likely to be a cost-effective, appropriate option versus dedicated application development is simply use of the mobile web.

Especially on the iOS devices (that’s iPod, iPad & iPhone in English), a Javascript enabled, mobile formatted website can feel incredibly ‘app-like’ and deliver similar functionality. If you are simply looking to deliver information that you already hold on your website, for example, you may not even need any web redevelopment – just a savvy conversion or addition to what you already have to make it mobile friendly. Take a look at Facebook, or even just BBC iPlayer, on your iPhone to see that at work.

So, what are the pros and cons of Apps vs Mobile Web?

Well for one, as we’ve seen, you don’t necessarily need to develop both web AND application – sometimes you can (cost-effectively) kill two birds with one stone. Also, bear in mind that any changes to your application may be costly to make, and require resubmission to a third party store, taking time to come to market – whereas with the mobile web, the change can be immediate.

A second consideration not often thought about is reach. Is is often assumed that having an iPhone application gives much better reach than using the web. Well this really depends! There are thousands upon thousands of applications in the iTunes app store, all competing for attention. What is the appeal of your product? Are people really going to hunt it out? If you’re on the web, at least people can find you by searching in the way they do everyday. Your mobile web site can have further reach than a dedicated application.

There is also not much point in paying to develop an iPhone application, if most of your target audience are Blackberry users. A mobile web site should work regardless of platform.

The argument for Apps

There’s an awful lot of clever stuff inside today’s mobile devices, not least of all the ability to determine location using GPS, and use the devices’ built in camera (and even combine the two to create an interesting ‘augmented reality’ effect!).

Your application can also be available off-line, storing information on the device itself and tap into other aspects of the phone, such as its graphical capabilities to create sophisticated 3D games.

In short, amazing products can be created for phones that can knock the socks off anything the mobile web currently has to offer.

Conclusion: Avoiding App-rage

The key to deciding whether you need an app is to first have a discussion with your chosen technology/design partner. As a guide, if your project has relatively simple needs then mobile web should be a contender, or there should be an understandable explanation as to why it isn’t.

Exploratory talks are always one of the really fun parts of any design or technology project, so any quality partner will be happy to sit with you and listen patiently to your ideas and requirements and help you understand all your options. These options are always changing, and with the advent of HTML5 the lines between mobile web and mobile device applications will be blurred even more.

*The answer to the earlier, seemingly rhetorical, question is ‘yes, there is sometimes someone to blame for waste.’ A good agency should be able to stake stock of all your possible paths, tell you what they think is best for your aspirations, and why.
